The Philadelphia Eagles signed safety Rashad Baker to a one-year contract Wednesday.
Baker spent the past two seasons with the Raiders. He signed as a rookie free agent with Buffalo in 2004.
Baker is the second safety the Eagles have signed since losing seven-time Pro Bowl pick Brian Dawkins (Denver) and backup Sean Considine (Jacksonville) in free agency. The Eagles also signed free agent Sean Jones to a one-year deal last week.
Baker, from nearby Camden, N.J., had 24 tackles and a career-high three interceptions last season.
Panthers: Seven months after forgiving Steve Smith for his nose-breaking sucker-punch, Ken Lucas was released by Carolina. The decision clears $2.3 million in salary cap and comes after the Panthers failed to work out a trade for the veteran cornerback. Lucas started 49 of 50 games for Carolina and had 13 interceptions. He also was known for trash-talking matchups with Smith in practice that boiled over in training camp last season when the Pro Bowl receiver punched Lucas while the cornerback was resting on one knee.
Rams: St. Louis solidified its secondary and backfield with two free-agent signings, giving safety James Butler a four-year contract and adding fullback Mike Karney. Butler will be reunited with new Rams coach Steve Spagnuolo, his defensive coordinator the last two seasons with the New York Giants. Karney played for New Orleans the past five seasons.
Patriots: New England signed free-agent cornerbacks Shawn Springs and Leigh Bodden. Springs spent the past five seasons with Washington. Bodden played last season for Detroit.
Jets: New York signed linebacker Larry Izzo, who played the past eight seasons with New England and made the Pro Bowl as a special teamer three times. He also is listed as a potential witness federal prosecutors may call in the perjury trial of Barry Bonds. In court papers filed last month in San Francisco, prosecutors said Izzo will testify Bonds' personal trainer, Greg Anderson, provided him with performance-enhancing drugs.
Steelers: Offensive tackle Willie Colon is returning to Pittsburgh after signing a one-year deal. The Steelers tendered a one-year offer of $2,198,000 to the restricted free agent last month.
Bears: Chicago agreed to terms with safety Josh Bullocks, who played the past four seasons with New Orleans.
Browns: Cleveland released veteran wide receiver Joe Jurevicius, who missed last season after getting a staph infection in his right knee.
Chiefs: Kansas City cut quarterback Quinn Gray.
Vikings: Jimmy Kennedy re-signed, providing Minnesota with insurance at defensive tackle.
Redskins: Backup safety Reed Doughty re-signed with Washington.
Colts: Executive vice president Bob Terpening plans to retire June 1 after more than 30 years with the team.
Etc.: Offensive tackle Andre Smith worked out for representatives of every NFL team at Alabama's pro day, doing the drills he had earlier skipped with an unannounced departure from the scouting combine in Indianapolis. Smith was once projected as a possible No. 1 overall draft pick. "I just made a bad decision in leaving the combine," said Smith, who was timed in 5.28 seconds in the 40-yard dash and bench pressed 225 pounds 19 times, according to NFL.com.
